case was submitted to the Inspector-General of Customs

for a decision, as there was no other Government authority

in Shanghai from whom to obtain one. Merchant firms, or

drug manufacturers' representatives, cannot import

medicines free of duty, as they are not in a position to

guarantee the use, whether for war relief or other

purposes, to which such medicines will be put.
